{"id":48,"date":"2026-04-28T20:15:08","date_gmt":"2026-04-28T20:15:08","guid":{"rendered":"https:\/\/cliffsidecemetery.com\/?page_id=48"},"modified":"2026-05-11T00:28:10","modified_gmt":"2026-05-11T00:28:10","slug":"rules-regulations","status":"publish","type":"page","link":"https:\/\/cliffsidecemetery.com\/?page_id=48","title":{"rendered":"Rules &amp; Regulations"},"content":{"rendered":"\n<p class=\"has-background\" style=\"background-color:#000000c7\">General Section:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>There are five board members elected to the Board of Cliffside Cemetery Association.<\/li>\n\n\n\n<li>All activities shall be controlled by the board and recorded in the proper books.<\/li>\n\n\n\n<li>The board reserves the right to make changes in the rules and regulations to preserve the quality of<br>the cemetery for the future.<\/li>\n\n\n\n<li>The Association will not buy back sold plots.<\/li>\n\n\n\n<li>All plot sales will be paid in full at the time of purchase. The Association cannot accept credit cards.<\/li>\n\n\n\n<li>The cemetery or the sexton will not reserve unsold plots for future use.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">OAR 830-040-0000(7):<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>OAR 830-040-0000(7) All licensees and licensed facilities must keep a detailed, accurate, and<br>permanent record of all transactions that are performed for the care, preparation and final<br>disposition of human remains. The record must set forth as a minimum:<br>a. Name of decedent and, when applicable, the identifying metal disc number provided by<br>the State Registrar\u2019s office;<br>b. Date of death;<br>c. Name of person arranging for delivery of goods and services and the person authorizing<br>the final disposition;<br>d. Name of place of disposition. In cemetery records, the \u201cname of place\u201d means exact<br>location of the interment of human remains by crypt, niche, or by grave, lot and plot;<br>e. The name of the funeral service practitioner, cemetery, crematory or alternative<br>disposition facility personnel responsible for making and executing the arrangements<br>pertaining to the delivery of goods and services;<br>f. The name of the embalmer and funeral establishment responsible for embalming<br>(applies only to funeral establishment records); and<br>g. Written permission for embalming, final disposition and scattering services from the<br>person who has the right to control disposition of the human remains pursuant to ORS<br>97.130(1) and (2). The record of such authorization must include at a minimum: printed<br>name, signature and phone number of the authorizing agent and relationship to the<br>deceased, date and time permission was obtained, and printed name and signature of<br>the licensee or facility representative acquiring the authorization.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Placing Flowers and Remembrances:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>All flowers placed for any new burial must be removed within three weeks or when they become withered, faded, or unsightly.<\/li>\n\n\n\n<li>Natural cut flowers may be placed on graves at any time of the year. They will be removed when they become unsightly or when it becomes necessary to facilitate cemetery operations such as mowing.<\/li>\n\n\n\n<li>Holidays &#8211; Flowers and Remembrances (flags, photos, mementos, stuffed animals, toys, lawn ornaments) may be placed at any burial site three days prior to holidays and must be removed within seven days following the holiday. If not removed, or if placed outside of holidays, cemetery staff will remove objects left at graves.<\/li>\n\n\n\n<li>Artificial flowers and potted plants are not permitted on graves between March 15 and October 15.<\/li>\n\n\n\n<li>Permanent plantings, statues, vigil lights, breakable objects, and similar items are not permitted on the graves at any time. Do not leave any of these as they will be removed by cemetery staff.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Surface Material:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>All graves will be covered with sod only.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Fences:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>There shall be no fences, curbs, or enclosures in the mowing area of the cemetery.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Grave Locations:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>All graves are to be located by the sexton. Maximum burials per plot is limited to two. Written<br>requests for exceptions will be reviewed by the board and considered on past practice.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Opening and Closing:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>The firm or company requested to do opening and closing shall call the sexton and provide the name<br>of person making the request with the full name of deceased, time of committal, and the vault,<br>crypt or niche.<\/li>\n\n\n\n<li>A vault or crypt is required in regular burial. With an ash interment; a container of non-<br>disintegrating material is required. The alternative choice is a vault or liner for the container.<\/li>\n\n\n\n<li>Opening and closing may be done in two days for a single, and one day for a double decking. Burial<br>must take place within 24 hours after remains are received at the cemetery.<\/li>\n\n\n\n<li>Opening shall be done by removing a 4 inch layer of sod and 14 inches of top soil to be replaced on<br>top of the vault or liner.<\/li>\n\n\n\n<li>The top of the vault or crypt shall be no less than 18 inches below ground level.<\/li>\n\n\n\n<li>Excess dirt shall be placed where marked by the sexton.<\/li>\n\n\n\n<li>Power equipment may be used by permission of the board.<\/li>\n\n\n\n<li>All work shall be done in a quality and workmanship-like manner.<\/li>\n\n\n\n<li>In case of settling, poor workmanship, or damages; closer shall return and make proper adjustments<br>within two working days, after day of notice.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-background\" style=\"background-color:#000000c7\">Monuments and Setting Section:<\/p>\n\n\n\n<ol style=\"background-color:#000000c7\" class=\"wp-block-list has-background\">\n<li>The installer shall notify the sexton of monument or monuments to be set or removed, giving names<br>and phone numbers of person making request. Also include; names on monuments, general<br>description, size, single, double, family, etc.<\/li>\n\n\n\n<li>All monuments shall be set in concrete, with their top surface at ground level. All monuments shall<br>be made of granite, masonry, or bronze.
